Commission continues Halcyon review for six weeks after operator presents multi-week sound-mitigation plan

The San Francisco Entertainment Commission on April 4 continued review of Halcyon’s place-of-entertainment and extended-hours permit for six weeks after the venue presented a detailed timeline for structural sound treatments.
Owner or representative Gina Milano presented a written timeline and scope from Salter & Associates and First Choice Builders for prescribed ceiling and HVAC treatments. Milano said work would begin April 9, involve specialty materials, and be scheduled as four one-week ceiling-segment installs with an estimated completion window of four to six weeks. She said regular decibel readings would be taken as work progressed and that certain skylight and HVAC treatments were scheduled first.
Neighborhood speakers, including Tony Vu, thanked the Commission for progress but urged attention to low-frequency bass and requested ambient measurements after 2 a.m. Vu said his household still hears bass leakage despite high-frequency improvements.
Inspectors reported prior tests showing compliance with interior decibel thresholds in some tests, but noted side-door openings and other operational factors can cause non-compliant impacts. Commissioners discussed withholding any permit-condition changes until the mitigation work is complete and new measurements are available. They emphasized strict compliance with existing limits during the construction period.
A motion to continue the review for six weeks and require a preliminary post-installation sound check by the inspector passed on a recorded vote with multiple commissioners voting "Aye." The Commission asked staff and the venue to keep neighbors informed about staging and testing.
Next steps: staff will re-test once work is done, report back at the continued hearing in approximately six weeks, and monitor interim compliance.
