Entertainment commission mourns Oakland Ghost Ship victims; discusses regional safety and education for underground venues

"It's clear that this is a regional problem," he said, urging consideration of convening a broader community conversation or summit on safety and the underground economy.

Commissioners and staff discussed practical steps: offering education about safe exits, crowd management and basic event safety to both licensed operators and responsible underground promoters; seeking debriefs when Oakland completes investigations; and balancing enforcement with protecting legitimate businesses and livelihoods. One commissioner warned against overreaction in enforcement that could unintentionally harm compliant operators.

Commissioners also used the public-comment period to remember a local promoter, Sebastian, whose recent death was identified as a suicide; speakers urged community members to check on friends and provided a crisis hotline number.

Director Jocelyn Gay said staff would work offline to identify appropriate next steps, and suggested the commission could play an educator role — sharing best practices developed in San Francisco with neighboring cities and promoters.

The commission adjourned later in the evening.
