Inspectors report mixed compliance across venues; several unpermitted operations under follow-up

Inspector Polly reported that recent walk-throughs at Harper and Bridal showed no significant issues and that the armory is addressing identified deficiencies and will undergo a follow-up sound test. Playland underwent exterior and interior residential testing; Polly said the venue was in compliance during inspections but that a complainant continued to report bass noise, and staff left a meter in a residential unit for about seven hours to capture a fuller picture. Knockout’s earlier complaints about doors being open appeared to be resolved during recent checks. Revolution Cafe received a final verbal warning after repeated concerns; Polly said staff will discuss next steps with the director if violations continue. Rock Bar’s sidewalk noise complaints will be monitored through patrols.
Inspector Sean Burke described investigations into several additional locations. He is tracking an unpermitted event associated with an entity referenced as WBLK1999Bryant and is attempting to identify responsible parties. Burke will follow up with operators at Hot Rock Club (875 Geary), Carbon Lounge (383 Bay — reported as unpermitted), Grand Hot Pot Lounge (3565 Geary) whose operator denied entertainment, Canton Coffee Shop (reported karaoke), the new and unpermitted Black Cat (400 Eddy), and other one-off permits. Burke reported that venues such as the Midway (900 Marin) and Dory Alley Fair had no complaints during recent events, and that he and staff are coordinating to bring unpermitted venues into compliance.
Commissioners asked clarifying questions about the locations of complainants (diagonal from Playland, a senior residence near Frank Norris), the nature of violations, and the role of staffing turnover in repeated noncompliance. Inspectors emphasized ongoing follow-up, patrols and coordination with operators and police; no formal enforcement actions (fines or revocations) were recorded in the meeting minutes.
