Commission approves Halcyon’s place-of-entertainment permit and extended hours with neighbor sound-testing condition

The San Francisco Entertainment Commission voted to approve a place-of-entertainment permit and an extended-hours permit for Halcyon at 314 Eleventh Street, after applicants described a multi-part soundproofing plan and agreed to police conditions and a good-neighbor policy.
Owner Gina Milano told the commission Halcyon will host DJs and electronic-music programming and is investing in sound control and insulation. She described a sequence of upgrades and testing, noting the venue is "looking for a mid-October opening date.
"Our goal is to gradually, to soundproof the venue and take readings in his place," Milano said, describing planned work and staged sound tests with neighbors. She said the venue would use a time-based DSP processor that "electronically limits the music... so the bass actually goes down gradually as the venue is open."
Sound engineer Don Lynch described construction to shield the rear wall: "There's gonna be a wall framed in front of the brick wall, with that air separation in there. And then there's going to be 2 layers of quiet rock that are installed," he said, and outlined sealing gaps and adding recycled-fabric interior treatment to absorb reflections.
Neighbors requested that inspectors be allowed to conduct the required sound-abatement test inside their homes. Inspector Sean Burke confirmed sound checks and follow-up visits are part of the permitting process; commissioners made the permit conditional on a sound test when neighbors are present and on standard police conditions.
The commission approved Halcyon’s place-of-entertainment permit and later approved extended hours in a separate motion; both measures passed on roll-call votes with all present commissioners voting aye.
Next steps: Inspector Burke will coordinate sound-abatement testing with neighbors; Halcyon will complete soundproofing installations and demonstrate compliance during on-site and in-home measurements before operations scale up.
