Inspector Polly briefed the commission on recent enforcement activity, saying the office responded to multiple neighborhood complaints during Super Bowl weekend and conducted several sound tests.
She said a repeating complainant reported issues at Tunnel Top/Tannenov but that inspections found that most surrounding residents were not reporting problems. Regarding Verso on Mission, Polly said one adjoining unit reported noise and that a shared-wall condition could explain perceived sound; she conducted a sound test and did not find a code violation in that instance. "I didn't perceive a violation," Polly said of the Verso check, while acknowledging the resident may have heard noise given their adjoining unit.
Polly identified the most notable incident as a tent party in Lot A where booming speakers produced bass audibly up to three blocks away. She and staff discussed enforcement options but noted the temporary and difficult-to-contain nature of amplified sound in open tents. Polly also described sound testing at Mezzanine (100 dB(C) limit set) and at AT&T Park for a Metallica event; some high peaks were recorded at the park but not sustained bass issues.
The Executive Director estimated the department received "couldn't be more than 10" direct complaints related to the weekend across venues including Super Bowl City on the Embarcadero and some club-related concerns. Commissioners asked whether 311/911 logs were checked; staff said they would cross-check other complaint channels to get a full picture.
Polly said the office will continue outreach to venues, follow up with managers where appropriate and rely on the good-neighbor policy and police conditions to manage recurring problems.
