Director updates Chapter 116 implementation; inspector reports two shootings near nightlife venues

At its Feb. 2 meeting the San Francisco Entertainment Commission received a report from its executive director on implementation of Chapter 116 of the Administrative Code and on staffing and outreach.
The director said commission meetings will move to a monthly cadence (from twice-monthly) and that staff are building an online disclosure system so permit disclosures can be submitted and searched electronically. He noted that project sponsors are sometimes slow to engage the commission and that planners often initiate contact; he also reported a posted civil-service position with 19 applicants that staff hope to fill by March.
The director said he is serving as a nonvoting participant on the state cannabis task force, which is preparing rules and regulations in advance of possible adult-use legalization; the next task force meeting was scheduled in March.
Sound inspector remarks and venue incidents: the commission’s sound inspector summarized complaints and compliance checks since the last meeting, including recurring complaints about Kells Irish Pub, isolated Fillmore Auditorium complaints, Tunnel Top reports, and compliance checks of venues scheduled for Super Bowl activities. The inspector told commissioners he had limited information on an incident "across the street" from Fort 1 and that initial accounts suggested the shooting did not result from activity inside the venue; he also recounted a Dec. 28 shooting near DNA Lounge and said investigators and SFPD remain the primary source for further details.
On the consent calendar, the commission voted unanimously to adopt written recommendations to the Planning Department and the Department of Building Inspection related to noise issues for proposed residential projects under Chapter 116 and encouraged commissioners interested in details to attend monthly RDR committee meetings where recommendations were developed.
Outcome and next steps: Staff will transmit recommendations to Planning and DBI. The commission will continue to coordinate enforcement and inspections with SFPD and will track any additional information about the reported shootings via police updates.
