Entertainment Commission adopts development-review guidelines and creates three-person subcommittee under Administrative Code Chapter 116

The San Francisco City Entertainment Commission voted to adopt formal guidelines for reviewing residential development proposals under Administrative Code Chapter 116 and to create a three-person Development Review Committee to vet projects before they reach the full commission.

Staff told commissioners the guidelines were drafted with input from the city attorney and are intended to clarify the sequence and timing of reviews without unduly extending existing statutory timelines. The proposed committee will include the commission president (or vice president), the urban planning representative and an industry representative; appointments will be renewed annually. Staff emphasized that timelines for review are governed by code and must be respected.

Commissioners debated whether the committee should be a standing body with fixed membership or allow rotational substitutes and whether a quorum of two would be sufficient to proceed on time-sensitive items. Commissioner Lee and others argued for including an industry representative to ensure practical operations experience, while Commissioner Joseph and staff highlighted the need to balance efficiency with public notice and transparency. The commission approved the guidelines with a modification to add an industry representative to the committee’s makeup and recorded a roll-call vote in favor.

President Bridal Tan appointed Commissioner Caminong and Commissioner Joseph to the committee and turned the remainder of the meeting over to Commissioner Joseph. Staff said the committee will help manage a backlog of projects in the pipeline and that procedural details will be refined as the committee begins its work.
