Multiple neighbors and a k–8 music teacher (Kent Ju) described persistent sound intrusion into nearby units, and one neighbor provided a recording they said captured amplified music that could be heard inside a unit with doors closed.
The commission recorded a motion requiring a sound test of the venue and a sound test in the complaining neighbor's apartment to pinpoint leakage and determine mitigation steps. Commissioners emphasized that certain instruments (for example, drums and brass) can be difficult to control and noted that soundproofing and speaker placement will be part of the solution. The permit was approved on a recorded vote.
