Commission approves Proxy outdoor LLP in Hayes Valley, requires event calendar and sound testing

Douglas Burnham, principal of Envelope Architecture and operator of Proxy, described the project as a mix of retail, food and occasional culture programming on two leased lots adjacent to Patricia’s Green. Proxy holds planning approvals and a lease through 2020; the applicants said the LLP will focus on outdoor film screenings, occasional live music, and community events rather than nightclub programming.
Captain Greg McEachern of Northern Station praised Proxy’s neighborhood outreach and partnership with the Hayes Valley Neighborhood Association but cautioned about amplified outdoor sound in a dense setting. McEachern asked for a calendar of events and the ability to coordinate on sound and crowd-control issues.
Commissioners approved the permit with three main conditions: provide a calendar of events to Northern Station and the Entertainment Commission staff; conduct an initial sound test (and additional testing for new types of programming) so staff and police have a baseline for monitoring; and use the good-neighbor policy (coordination on scheduling and communications). Commissioner Lee successfully requested that inspectors be available to perform spot sound readings when live amplified programming is scheduled. The final vote was affirmative.
Why it matters: Proxy represents an early example of an outdoor LLP on city-owned parcels. The approval establishes a process to monitor and test outdoor amplified sound while enabling neighborhood activation and cultural programming.
What’s next: Proxy will submit an event calendar and pursue initial sound testing. Staff and Northern Station will monitor programming and perform follow-up testing when amplified live music is scheduled.
