SFPD ABC liaison pledges improved permit-officer engagement with Entertainment Commission

San Francisco — At its Nov. 18 meeting the Entertainment Commission heard from Lieutenant Dave, the San Francisco Police Department’s recently reassigned ABC liaison, who said he will work with command staff to increase permit-officer engagement with the commission and restore broader departmental continuity.
Lieutenant Dave told commissioners that part of his role is to “liaison with Director Kane and her staff” because much of ABC work overlaps with the Entertainment Commission’s responsibilities. He said he would take commissioners’ suggestion about regular permit-officer briefings back to command staff and look into reinstating monthly training for permit officers to share institutional knowledge across districts.
“I would like to take it back to the command staff and have a discussion on it,” Lieutenant Dave said, adding that he hopes permit officers and inspectors will show up regularly beginning early next year so the commission can hear about incidents, patterns and solutions from those with direct on-the-ground experience.
Commissioners said rotating a permit officer from different districts and holding periodic training sessions would help the commission make better decisions and avoid duplicated approaches when similar issues appear in multiple neighborhoods. The lieutenant agreed, saying the chief had given him direction to bolster communication and continuity between the department and the commission.

Commissioners asked for a schedule and suggested topics for permit-officer visits, including corridor-specific themes and incident-overview briefings. Lieutenant Dave said he would return the suggestion to command staff and work toward a start date in December or January.
The remarks followed inspector reports about recent venue incidents and inspections; commission members said closer coordination with beat officers and permit staff should improve incident reporting and reduce gaps where secondhand information has complicated enforcement.
