Commission approves multiple LLP and entertainment permits, hears staff updates on LLP program

Staff summarized administrative topics earlier in the meeting: Police Code section 10.60 creates a special permit procedure for select high‑impact dates and requires a procedure in place by Nov. 1 if the Commission wishes to adopt one; staff will consult with SFPD before returning a draft. Staff also reported a modest backlog: 17 conditionally granted permits remain pending inspections or fees, with seven languishing more than a year.
On permits, the Commission approved several applications with standard police and Good Neighbor Policy conditions:
- Bus Stop (1901 Union St.): family‑owned bar applied for an LLP to host small live acts during happy hour; Northern Station supported the permit with conditions (back door closed during performances, LLP rules and Good Neighbor Policy). The Commission approved the permit.
- Valley Tavern (Fourth & Castro): applicants described plans for in‑house jazz and occasional DJs, and proposed a 13‑ft sound wall for the backyard; Mission Station recommended conditions. The Commission approved the application with police conditions.
- Karma/Comma Lounge (karaoke): owner Stephen Lee applied to bring the karaoke operation into compliance; Richmond Station recommended approval with conditions (visible windows on rooms, unlocked doors, Good Neighbor Policy) and the Commission approved the permit.
- Rosa Mexicano (30 Mission St.): the restaurant applied for an entertainment permit for corporate events (DJs, occasional live acts). Southern Station recommended that amplified sound be inaudible beyond the licensed area, that hours be tied to restaurant operations and that outside promoters be disclosed one week in advance. The Commission approved Rosa Mexicano’s permit with the requirement that the licensee notify the Entertainment Commission and Southern Station at least one week before any event that uses an outside promoter.
Commissioners said they want to use the LLP program as a tool to encourage small businesses and to consider targeted outreach (map of LLPs, workshop for small business operators); staff and the Mayor’s Office of Economic and Workforce Development are already collaborating on promotion. Commissioners also discussed zoning exclusions (SLR/WMU/RM zones) that block access to LLPs in some corridors and requested future agenda action on Western SoMa zoning to explore targeted changes.
The approvals were routine but included standard enforcement and monitoring conditions; police stations and staff will continue follow‑up for compliance.
