Commission approves Jackson’s entertainment permit after discussion of crowd control and alley checks

The San Francisco Entertainment Commission approved a place-of-entertainment permit for Jackson (the location previously known as KT’s at 3231 Fillmore Street), following a detailed discussion of crowd management, security staffing and neighborhood impacts.
Sam Landrum, managing partner for Jackson, told the commission the venue will expand live music programming, including open-mic nights and local acts, and emphasized a desire to “keep alive some of the culture” in the Marina neighborhood. Landrum described security plans that include a doorman, an interior “roamer” and additional staff to manage lines and capacity on peak nights.
Commissioners pressed Landrum on earlier problems at the site and on how the venue will manage a line that can wrap onto Fillmore and into a nearby alley. Landrum said staffing at the door and experienced managers will be key, adding that the operation will limit admissions when the venue reaches capacity: “If they're at capacity, we're gonna have to just ask them to come back a little bit later,” he said.
Several speakers supported the application. Nate Mesmer (iHeartSF) and other community supporters urged the commission to preserve neighborhood live-music venues; Mesmer said the Marina has lost live-music spaces and described plans to host small local acts.
Police-recommended conditions — incorporated by the commission — require employees to routinely check Moulton Alley and the KFC parking lot for loitering and to maintain the Good Neighbor Policy provisions (signs, alley cleanup, and coordination with local officers). The commission approved the permit with those conditions and recorded affirmative votes from the commissioners present.
What’s next: Staff will finalize the permit documents and monitor compliance with the policing conditions (routine alley and lot checks) as part of Good Neighbor Policy enforcement. The applicant said he will continue outreach and consider a formal neighborhood open house to foster relations.
