Entertainment Commission approves permits for marathon loudspeaker, Viracocha and Dick’s Last Resort

The San Francisco Entertainment Commission on May 6 took several permit actions and routine business items: it approved meeting minutes, granted a loudspeaker permit for a morning marathon, conditionally approved a place-of-entertainment permit for Viracocha at 998 Valencia, and approved a limited‑live‑performances permit for Dick’s Last Resort at Fisherman’s Wharf.

After no public comment during the initial public-comment slot, the commission approved minutes from the previous meeting. Inspector Sean reported on recent patrols and enforcement actions, including citations for extended hours and ongoing compliance work at several venues; he also reported that outdoor permit season is starting.

Staff brought a loudspeaker permit for a 5K American Diabetes Association run to the commission because amplified sound was requested for 5:30–8:30 a.m. The applicant’s representative said announcements and limited music were planned (two 8" QSC speakers) and estimated 500–700 participants. Commissioners required that the speakers face the Bay and applied the commission’s Good Neighbor Policy; the motion passed on the record with affirmative votes.

Applicants for two entertainment permits also appeared. For the venue at Fisherman’s Wharf, William Iles described plans for live music two nights a week with a 12‑camera system, zone-controlled speakers and staff posted at exits; commissioners confirmed outreach to nearby businesses and hotel management before approving the limited‑live permit. The motion to approve Dick’s Last Resort’s permit passed unanimously.

The commission’s votes on approvals were recorded on the public record, and staff will follow up to ensure all inspector and police-condition requirements are met before final permit issuance.
