Union Square restaurant Bartlett Hall granted place‑of‑entertainment permit with security and camera conditions

The Entertainment Commission voted July 15 to grant Bartlett Hall, a new restaurant at 240 O'Farrell Street in Union Square, a place of entertainment permit with police‑recommended conditions including security staffing and recorded video retention.

Richard Leiter, a principal with Bartlett Hall and Paramount Hotels Inc., told the commission Bartlett Hall will host primarily small ensembles and private events, and that the venue had installed sound insulation and double sheetrock in areas where sound could affect neighboring hotel rooms. "We have a very elaborate security camera system both outside and inside, and we will certainly comply and have agreed to comply, with the 30 day minimum," Leiter said.

Tenderloin Police Station Officer Torres reported a site visit and recommended approval with submitted police conditions. Commissioners added a requirement of one security guard per 100 patrons when entertainment is present (the code requires security for certain occupancies) and the camera retention condition. Several neighborhood organizations, including the Union Square Business Improvement District, provided letters and on‑record support.

A motion to approve with police conditions carried on a roll‑call vote of commissioners present. Staff will finalize permit language to reflect the security ratio and camera retention requirements and noted that code requirements for loitering and other good‑neighbor policies continue to apply.
