Commission approves two place-of-entertainment permits after condition changes and a six-month review

For Origin Restaurant Lounge (Lily Thanh Nguyen’s application for 1534 Fillmore, the former Rosales site), applicant representatives emphasized in-house programming, a security plan, and neighborhood outreach, and the landlord supported the application. Police and ALU staff read prior Rosales permit conditions (soundproofing, closed doors and windows during entertainment, no entertainment after 1:30 a.m. under earlier conditions) and noted command-staff concerns about extended hours. After discussion, the commission approved the Origin permit subject to the Entertainment Commission’s good-neighbor policy and a six-month probationary review. During that period the commission allowed extended hours Thursday–Saturday up to 4:00 a.m. and Sunday–Wednesday to 2:30 a.m.; the commission will review the permit after six months and may impose additional conditions if problems arise.
Public commenters included Stefano Casolato and the landlord of the former Rosales, who urged balance between neighborhood protection and supporting new business investment. The commission’s votes were recorded by roll call for both permits.
