Entertainment Commission conditionally grants 1501 Folsom permit, requires detailed security and outreach within nine months

The San Francisco Entertainment Commission on April 1 conditionally granted a place-of-entertainment permit to Leticia Luna for 1501 Folsom Street, setting a requirement that she return with a more detailed security plan and proof of community outreach within nine months.

Luna said she intends to operate a nightclub/restaurant with salsa dancing on several evenings and a rooftop dining plan. Commissioners and SFPD staff pressed for specifics on capacity, soundproofing and security, and several neighbors spoke in public comment expressing concern about noise and the neighborhood’s history with late-night disturbances.

Officer Al Duarte (ALU) said Southern Station had no objection to conditional approval but recommended the commission require the operator to return for further conditions before entertainment intensifies. Commissioners’ stated conditions included a tighter, documented security plan with licensed guards, evidence of targeted neighborhood outreach, and a follow-up hearing when the applicant is closer to opening or if plans for a rooftop dining/roof garden change the scope of the permit.

The motion to conditionally grant passed unanimously at the hearing. Commissioners said the conditional approval does not bypass required sign-offs from other city departments (fire, health, building and ABC) and emphasized that the operator must complete outreach and security work before entertainment hours or scope are expanded.

The commission requested staff track the conditional permit and schedule a follow-up meeting within nine months, or sooner if necessary.
