Entertainment Commission approves Southpaw Barbecue permit with required neighborhood outreach

The San Francisco Entertainment Commission voted unanimously on Nov. 19 to grant a limited-life performance permit to Southpaw Barbecue, 2170 Mission Street, conditioned on the applicant holding at least one public outreach meeting with nearby residents or community groups.
Elizabeth Wells, proprietor of Southpaw, told the commission she plans to feature bluegrass on Mondays and soul music during a "soul brunch" on Sundays and emphasized music would be background-oriented and restaurant-focused. Mission Station indicated support for the permit with conditions in the staff materials.
Commissioners questioned the applicant about the exact location (Mission between 17th and 18th), ABC Type 75 requirements for bona-fide eating places, and whether patrons under 21 could be on site when food service was not offered. Wells said she serves food continuously and had spoken with Officer Parker about police conditions. Wells presented a petition of support and said she had a signature from the manager of a neighboring SRO building.
Several commissioners pressed the applicant to document outreach to residents and nonprofit neighborhood groups. Commissioner Hyde said new entertainment permits should include neighborhood outreach; the commission added a condition that the permittee hold at least one public outreach meeting prior to or soon after permit issuance.
Public commenters Stefano Cassellato and Gerald Banks urged the commission to grant the permit and to encourage ongoing community engagement. After discussion, Commissioner Joseph moved to approve the permit; the motion, as amended to require one outreach meeting, passed with Commissioners Campagnoli, Lee, Joseph, Hyde and President Tan voting Aye.
The permit allows limited live performance at Southpaw subject to the conditions in the staff packet, the police recommendations on the file, and the added neighborhood-outreach requirement. The commission advised staff to monitor any subsequent complaints and to ensure the applicant follows up with neighbors and community organizations.
The commission then moved on to other items on the agenda.
