San Francisco (Sept. 17) The San Francisco Entertainment Commission on Tuesday adopted a neighborhood outreach policy for permit applicants and took action on a batch of venue permits.
The outreach guidance, introduced by Commissioner Hyde, lays out suggested outreach steps for new permit applicants: (1) presentation to neighborhood or community groups, (2) presentation to leadership of local nonprofits that provide community services, (3) collection of nearby resident signatures and (4) consultation with local merchants or business associations when no community groups are available. Commissioners amended language for consistency (changing "must" to "should" in some places and inserting the word "application" before "packet") and agreed the guidance would be posted with application packets and online for applicants to follow. Commissioner Acres moved to adopt the guidance as a policy document; the motion carried.
On venue permits, the commission approved a limited live-performance permit for Second Act (the former Red Vic) after applicants Robert and Elizabeth Ricks described plans for a 49-seat event space and arts marketplace. Central Station provided a letter of support; no opposition was recorded.
The commission also approved a billiards and amusement-device permit for Horizon (498 Broadway) with SFPD support on the condition no gambling machines are installed.
Casa Sanchez, which had multiple neighbor complaints about back-patio music and late-night sound, was approved with Mission Station conditions and an added restriction: outdoor weekend performances must end by 8 p.m., and outdoor sound must not exceed 8 dB over ambient levels; staff will arrange decibel readings on planned events to enforce the rule.
Several other items were continued, including a Sycamore request to amend an earlier permit to allow outdoor music; the applicant was not present and the commission continued the matter.
