Entertainment Commission caps Noblenightclub entertainment hours, orders training and footage retention after spike in violence

San Francisco (Sept. 17) After a two-hour hearing dominated by safety testimony, the San Francisco Entertainment Commission on Tuesday approved temporary restrictions and conditions on Noble Nightclub's place-of-entertainment permit after San Francisco Police Department officials said the venue had been linked to repeated violent incidents.

Capt. Greg McEachern of Northern Station told the commission he and his officers documented 34 calls for service tied to Noble since January, including three shootings, several aggravated assaults (one resulting in a serious forearm injury), and 26 noise complaints, a dozen of them since July 4. "I think it's important that we have these venues and that they are something that is supportive of this city, but I cannot and will not put public safety in front of entertainment that happens," McEachern said, arguing for immediate permit changes to reduce late-night risk.

Owners and managers at Noble told the commission they had made multiple operational changes including installing a suspended sound wall with multiple layers of drywall and "green glue," moving to smaller speakers and locked limiters, patting down patrons, and changing promoter relationships. Daniel Baron, an owner, said Noble had sought to cooperate with police and had terminated certain promoters after problem nights. "We were very receptive to the conditions," Baron said, describing efforts to restrict glass, retrain staff, and patrol outside the venue.

Neighbors and long-time residents provided graphic testimony about violence and disturbance. Alicia Holland, who manages property near Noble, said she had "witnessed two shootings at Noble," and urged the commission to act. "I've lived and worked here for eight years... this did not happen before Noble was here," she said.

After extended questioning, commissioners debated options including a temporary midnight cut-off for entertainment, fewer nights of operation or a voluntary 30-day suspension. The commission's adopted motion placed interim conditions on Noble's entertainment permit: a 90-day probationary period with a required report back to the commission; entertainment end times of 11:30 p.m. Sunday—2Thursday and midnight Friday—2Saturday; mandatory lead training for bartenders and security staff; retention and logging of security camera footage (hold for 30 days and maintain a log to prevent accidental over-writing); and additional neighborhood outreach and communication to SFPD. The measure passed on a roll-call vote with a single recorded No (Commissioner Campagnoli) and the rest Aye.

The commission's action applies only to the entertainment component of Noble's permit and not to the venue's alcohol license. Staff said the conditions will be sent in writing to the permit holder and that SFPD will provide a compliance report at the 90-day check-in. The commission also said it would evaluate progress by counting police incident reports, neighbor complaints and Noble's own documentation at the next review.

What happens next: Noble must implement the conditions immediately, provide requested logs and footage on demand, retrain staff, and return to the commission for a formal review in approximately 90 days. The commission cautioned that failure to comply could trigger further enforcement, including a suspension hearing.
