Commission hears enforcement reports, approves 4 Deuces permit with police conditions

The Entertainment Commission heard multiple enforcement and compliance reports and acted on a permit application for a neighborhood bar.

Executive staff updated the commission that Crystal Stewart (commission secretary) is on maternity leave and that Nagar will fill in at the office and meetings. Staff reported they negotiated a suspension of Sloane Nightclub’s entertainment permit for April 10–16, 2013 following an appeal that was withdrawn; staff said the venue remained closed during the suspension and that the department expects operational improvements.

Staff also flagged repeated citations at other venues. Brick & Mortar received three citations in three months, triggering the commission’s review process and potential suspension or reconditioning of permits. SFPD Central Station (Steve) presented recent enforcement findings: a notice of violation at the Parlor (April 14) for sidewalk obstruction and noise; an assault after leaving the Saloon on Grant Avenue (April 9); theft of a patron’s phone at Otis (April 6); an aggravated assault at the Bamboo Hut in which a manager suffered a 2–3 inch laceration from being struck by a glass object; and an aggravated assault at the Condor involving a dancer who was struck by a thrown shot glass. SFPD said follow‑up investigations and enforcement actions were underway and that officers have met with owners to require operational fixes such as improved security and signage.

Permit hearing and action: applicant Timothy Mullins (doing business as 4 Deuces, 2319 Taraval) applied for a place-of-entertainment permit to allow DJs two to three nights per week and occasional live music (not past 1 a.m.). Police referrals flagged one prior incident involving a highly intoxicated individual and recommended corrective action, including not serving heavily intoxicated patrons and prohibiting blocking of sidewalks. Applicant said he would increase security staffing and comply with referrals. Officer Rich Van Cole (Terrevel station representative) asked the commission to impose the police referrals’ conditions and suggested adding cigarette/butt receptacles and no‑smoking signage close to the entrance.

Commission action: a motion to approve the permit with the police conditions was made and seconded; roll call recorded ayes from commissioners present and the permit was approved. Commissioners emphasized that permit enforcement will be monitored under the commission’s good neighbor policy and that staff will revisit any venue with repeated complaints or violations.
