Entertainment Commission approves Slate Bar, Unicorn and Armory permits with conditions

The San Francisco City and County Entertainment Commission approved three place-of-entertainment permit applications April 2 with conditions set by staff and SFPD and with directions for additional community outreach.

Slate Bar (2925 16th Street): Applicant Patty West described plans to operate karaoke and DJ nights and said she would withdraw an extended-hours application and not operate past 2 a.m.; she expects to install a sprinkler system and temporarily operate at the approved capacity of 182 pending final inspections. Mission Station proposed conditions including surveillance, LEADS/LEADs training for employees and weekly event notifications to police and commission staff. The commission amended a condition to conform to the Entertainment Commission's 100-foot good-neighbor policy and approved the permit, asking the applicant to provide two months of written proof of continued community outreach.

Unicorn Restaurant (191 Pine Street): Represented by Marsha Garland, owner Kit Truong explained the restaurant seeks occasional DJs and booked events to boost slow weekend nights. Staff reported outreach to neighborhood organizations and Central Station supported approval with conditions including employee training, a surveillance plan with copy to SFPD on request, and weekly notice of special events. Community Leadership Alliance confirmed that presentations were made to its membership. The commission approved the permit with the listed police conditions.

Armory Drill Court (1800 Mission): Donald Harville described plans to use the Armory for arts activities, expos and community events. Staff emphasized that current planning approval limits uses to arts activities under planning code 102.2 and that additional activities would require a change of use and building permits. Commissioners debated a proposed condition asking venue security to assess patron routes between the venue and the Sixteenth Street Mission BART station; after discussion they struck that condition as written and instead directed staff to work with Mission Station on a feasible approach. The commission approved the Armory permit with condition 4 revised to require responsibility for 100 feet consistent with the good-neighbor policy and removed the contested condition 11.

Each approval included SFPD-recommended conditions such as employee training and surveillance access and directed staff to continue working with neighborhood groups and Mission Station to refine enforcement and public-safety arrangements.
