The Entertainment Commission approved a place-of-entertainment permit for Festa, a small karaoke-and-cocktail lounge inside the Kinokuniya building in Japantown.
A representative for owner Masai Matsumoto said Festa operates from an interior entrance in the mall, has a single karaoke machine and a maximum capacity of 45 people, and that the owners immediately sought to bring the venue into compliance after regulatory changes. The representative noted outreach to neighboring businesses and letters of support from the landlord and several nearby establishments.
Northern Station and Officer Dave Frias told the commission they had no objection and were satisfied with the outreach and security steps. The commission moved to approve the permit and the vote was recorded in the affirmative.
The permit includes Good Neighbor commitments and standard police and building conditions. The venue’s interior access and existing mall patrols were highlighted as reasons staff considered the operation low risk to the surrounding public realm.
