Balm urged extra safety measures such as escort programs and extended retention of surveillance video. Monarch's representative, Chris Smith, described a compromise with the planning department and said the venue would notify police in advance when after‑hours events occur.
The commission moved to approve Monarch's extended hours with conditions intended to address those concerns: a nine‑month trial period limited to four days per week, a requirement that the venue notify police in advance of after‑hours dates, and a condition to retain surveillance video (the commission requested 30 days) to assist investigations. The motion passed on a roll call vote.
Other actions on the agenda included approval of two limited‑live permits on the consent calendar. James Chang's Paina (1865 Post Street) was approved after community advocacy highlighting cultural programming. Samuel Valle's Cava (Mission) was approved with most SFPD conditions attached (noise compliance per Police Code Article 29; limits on hours for the first year; a minimum guard during certain performances), though the commission struck an ABC enforcement condition it said it could not enforce.
The commission also approved a billiard‑hall permit for Legend (1948 Ocean Avenue) with conditions addressing alley lighting, security plans and a prohibition on glass bottles. Several neighbors and business advocates testified in favor of the reuse of a boarded storefront, while police urged attention to lighting near a childcare site.
Milo Lounge's place‑of‑entertainment application (1706 Post Street) was continued to the Aug. 7 meeting. Staff and several commissioners expressed concern about outstanding citations for operating karaoke without a permit and a prior assault at the venue. The commission required the applicant to present paid fines, proof of security training (guard cards, LEAD/TIPS training) and documented community outreach before the item reappears on the agenda.
