Commission approves several entertainment permits, hears staff updates on promoter registry and online permitting

The San Francisco Entertainment Commission on June 12 approved a set of venue permits and continued several items while staff reported progress on online forms, a promoter registry and outreach plans.
Staff Executive Director Kane updated commissioners on the mayor’s new two-year budget and said a requested enforcement position for the commission was not funded. Kane described two recent pieces of tour-bus legislation — one (file 120405) addressing amplified sound on unenclosed tour buses — and an amended AB 45 in Sacramento. She also outlined improvements to the commission’s online forms and payment system, noting that smart PDFs and online payments have reduced in-office processing and that fixed-place permit online permitting is nearing launch. “We’ve been using our online payment system very successfully for the last couple of months,” Kane said, and staff reported the promoter registry is beginning to self-populate.
On permit business, the commission approved an outdoor loudspeaker permit for Eden Pride events at 511 Harrison Street with a condition limiting loudspeaker use to midnight after police recommended that restriction and the applicant accepted it. The commission also approved a place-of-entertainment permit for o3 Bistro at 524 Van Ness; applicant Roy Chow described community outreach and letters of support and said the venue would operate primarily as a restaurant with occasional live music. Community Leadership Alliance and nearby residents spoke in favor of o3 Bistro, citing neighborhood improvements since the venue opened.
Several items were continued: the 1865 Post application was deferred after late Planning Department notification; the Gold Star Bar application at 1548 California was continued pending Planning Department conditional-use review; and a scheduled review of the Rocket Room at 406 Clement Street was continued at staff request while the permit officer is on vacation. Staff also announced receipt of Commissioner Cavallini’s resignation, which was transmitted to the Clerk of the Board.
The commission discussed bylaws and upcoming elections under new business and asked staff to place a bylaws review on a future agenda; public commenters urged bylaw changes to address absentee commissioners.
