Commission approves conditional grant for Space 5 50 after police urged limits

Officer Robinson of Bayview Station urged denial of extended hours or, at minimum, a limit to 3–4 a.m., citing the club’s layout and proximity to multiple freeway exits that make containing incidents difficult. "We are requesting the denial of the extended hours permit ... the club is located where there's 3 actual exits ... access to actually 3 freeways very near and close to the club," Robinson said, and submitted suggested police conditions including cameras, a monthly events calendar to Bayview Station and security patrols of surrounding parking areas.
Applicant representatives described management changes, security upgrades and neighborhood outreach. Gus Bean, who has operated the venue for years, said the planned program includes regular charity events and that investments will be made in roof and electrical repairs and security staffing. Industry supporters and the applicant argued the site is largely industrial and that modern camera systems and security plans can mitigate dispersal risks.
After discussion, a commissioner moved to approve a conditional grant for both the place‑of‑entertainment and extended‑hours permits, incorporating the Good Neighbor Policy and most police conditions but excluding police condition number 8 (a prohibition on forming a queue outside) and condition 16 (a strict 2 a.m. closing). The motion passed on roll call with recorded ayes from Commissioners Perez, Hyde, Joseph, Tan and President Newland.
What the conditional grant means: Space 5 50 will operate under the commission’s standard conditional terms (including the Good Neighbor Policy) and under a set of police‑recommended measures that remain in force, while staff will monitor for compliance and may bring the permit back for review if problems arise.
Next steps: Staff will coordinate with Bayview Station on implementation of conditions and will report any enforcement action or community complaints to the commission.
