Mark Rennie, attorney for the applicant, told commissioners the amended security plan was the product of repeated meetings with Inspector Van Cole and SFPD and included provisions such as increased surveillance, improved training and clearer communication with Bayview Station. Rennie said the applicant agreed to limit after-hours operation under the negotiated conditions and to a six-month follow-up to evaluate whether the conditions should be modified.
Lieutenant Robert O'Sullivan of Bayview Station told the commission the revised plan was “quite an efficient plan” and said Bayview officers who had worked with the applicants believed the conditions were doable and that a six-month reevaluation was appropriate. Director Kane said the venue has already implemented many of the safety improvements prior to the order taking effect.
Commissioners questioned specifics including who would train security staff to conduct wanding and patdowns, the placement and retention of surveillance footage, and the geographic scope for security inspections around the venue. Rennie said the amended plan reduced certain retention timelines (from seven to 30 days for some video) and that the operator would work with Bayview to notify the station before events requiring heightened security measures.
After discussion, Commissioner Perez moved to approve the conditional permit based on the 16 negotiated conditions; the motion carried on a roll-call vote with Commissioners Perez, Hyde, Joseph, Tan and President Newland recorded as Aye. The commission set a six-month follow-up review to assess compliance and whether conditions should be lifted or adjusted.
Next steps: staff will monitor compliance and schedule the six-month review; Bayview Station and the permit holder were asked to report back to the commission at that time.
