Police and public flag unpermitted nighttime events at 2601 Mission; SFPD emphasizes outreach and education

Public comment and police testimony at the March 27 Entertainment Commission meeting focused on unpermitted events and recurring thefts in nightlife districts.

Carl Hilitz told the commission he had brought flyers and photos documenting an alleged unpermitted public assembly at 2601 Mission Street that included alcohol, food sales and ticketing on the Ninth Floor and asked permits staff and SFPD to follow up. After Mr. Hilitz spoke, SFPD Mission Officer Gary Buckner told the commission he had been in contact with operators at 2601 Mission and was "not looking for any type of aggressive enforcement action" but instead aimed to advise and educate operators about entertainment permits and ABC licenses so they come into compliance.

Officer Buckner described ongoing property-crime concerns inside nightlife venues, saying his team had identified repeated pickpocketing at a subset of bars and clubs in the Mission and Castro and proposing an educational outreach campaign for venues. "I've identified 14, venues in the the Mission and the Castro particularly where they're just being hit night after night," he told the commission, and he recommended posters or coasters reminding patrons to secure wallets and phones.

Staff and commissioners discussed the definition of "private party" and how some operators use guest lists or nominal door charges to avoid permit requirements. Staff said it assesses whether operations include amplified music, alcohol sales, paid admission or other public-facing elements when deciding whether a permit is required.

The commission did not enact new enforcement actions at the meeting, but staff and SFPD said they will continue outreach to the operators and may return to the commission if enforcement or permit amendments become necessary.
