The commission continued the application for Shabu Pub (3809 Geary) after staff and SFPD described prior interactions and alleged ongoing violations.
Inspector Grinelli and Officer Moore told the commission they had visited the location multiple times, educated the operator about permit requirements in August, and later issued a citation (Oct. 15) when karaoke activity continued. Staff reported additional concerns including apparent unauthorized alcohol service upstairs, evidence they interpreted as gambling activity in karaoke rooms, and an upstairs room converted to a bedroom with recent signs of occupancy.
Officer Moore said photographs and online comments indicated the establishment continued to advertise or offer karaoke after the citation. Staff recommended denial under Municipal Police Code 10.60.5 subsections that consider an applicant’s inability to meet safety, occupancy or code obligations.
The applicant told the commission he had previously operated karaoke at a different site in the Bay Area and said he stopped karaoke after being ticketed; he asked to continue to work with staff to complete the application. The commission granted a continuance and advised the applicant to meet with staff, correct the application, complete required outreach and provide documentation addressing the cited concerns. Staff advised caution: denial would bar reapplication for a set period if deficiencies persist.
