Executive director: limited live performance permit advances; nightlife summit deemed successful

At the Aug. 9 meeting of the San Francisco Entertainment Commission, Executive Director (referred to in discussion as Miss Kane) reported that legislation establishing a limited live performance permit had passed its first reading at the San Francisco Board of Supervisors and would receive a second reading when the Board returns from recess in September. "After the second read, we believe that the mayor will sign it fairly quickly, and staff should be prepared to, implement those permits, right away," she said.
Kane summarized the day's nightlife summit, saying the event drew "probably upwards of a 100 participants," including police leadership and industry representatives, and that workshops and breakout sessions produced useful recommendations. Staff intends to collect feedback cards and make a recorded webcast and video-on-demand available to those who could not attend.
She introduced CityDex (also spoken of as 'Citydecks' in the discussion), a citywide list of neighborhood and merchant associations the mayor's office of neighborhood services is compiling to help staff and applicants identify local organizations for outreach. Kane said the list is not yet online but will be posted on the neighborhood services website once available.
Kane also said staff met with Deputy Chief Cashman to discuss guidelines and best practices tied to the permit and nightlife issues, and noted continuing policy conversations about parking lots near nighttime venues and ongoing towing concerns. Commissioners were asked to be prepared for a larger volume of permit applications later this fall and winter when the new permit goes into effect.
No formal policy action was taken at the meeting because the commission lacked a quorum; Kane's report was informational and staff will return with implementation details as the legislative process concludes.
