Commission briefed on live-performance legislation, summit and venue enforcement

Staff updated the San Francisco Entertainment Commission on two policy and enforcement items: the limited live performance permit legislation and enforcement activity at a handful of nightlife venues.
Executive Director Kane said the Planning Commission unanimously approved changes related to the limited live performance permit on July 7 and that amendments informed by this commission and the Small Business Commission are expected to be introduced in the Board of Supervisors' land use committee on July 18 via Supervisor Margarini's office. Kane said staff will share any revisions when they are available so the commission can review potential effects on enforcement.
Kane also announced a nightlife summit at the Koret Auditorium at the main library from 1 to 4 p.m. on the same day as the commission's next meeting; staff asked commissioners to help promote turnout among club, bar, restaurant and gallery owners.
On enforcement, staff reported recurring unauthorized events at 57 Stillman, including a recent event where the organizer allegedly broke in through a rear window. Management has begun boarding up windows and putting security on-site; staff said they are coordinating with management to address the problem.
Staff also reported that only one venue received a citation in the current reporting period: the Cinch Saloon, based on neighbor complaints and alleged unpermitted activity. Grinelli said the Cinch’s historical permit status is uncertain in city records and that staff are continuing research into its permit history and fee payments.
Kane and commissioners discussed whether amendments to the live-performance legislation could change enforcement mechanics for staff; Kane said he expected clarifying language to assist inspectors but that the legislative and clerk processes will dictate timing and any waiting periods.
The commission received no further action on these items; staff will return with updates and any proposed language once available.
