Commission approves Bridal and Mortar live‑music permit, continues karaoke and limited‑performance ordinance review

Staff recommended approval with standard good‑neighbor conditions after review by SFPD and Planning; O'Connor described plans to operate a combined live‑music hall and restaurant and said he will partner with Oakland restaurant Pizzaiolo to supply brick‑oven pizza to satisfy food‑service requirements for an all‑ages Type 47 approach.
O'Connor told commissioners he will run in‑house security for most shows and hire bonded security for events he expects could be problematic; he said extra security will be written into booking contracts and that he will alert police for certain shows. Commissioners pressed him on outreach and parking; O'Connor said he had contacted neighborhood activists and will lease overflow parking nearby for busy shows.
On the agenda's second permit item, staff reported that Planning recommended denial of a karaoke lounge application at 1504B Fillmore until the applicant complies with Planning Code Section 3.12 notice requirements to neighbors. The commission moved and seconded to continue that application so the applicant can complete the required outreach.
Separately, commissioners agreed to continue discussion of a proposed limited live‑performance permit ordinance (Board of Supervisors file 110506) because Planning will not hear the item until at least August and the Board is not expected to act until later in the year.
No appeals or corrective actions were decided at the meeting; staff said they will notify applicants of conditions and next steps.
