Staff recommended approval but advised the commission to limit amplified sound near residences and to consider restrictions on start times and live performers.
The commission required the applicant to comply with police‑station recommendations (excluding amplification at certain locations and orienting speakers away from residential buildings), to post a public complaint phone number prominently on the event website at least two weeks before the race, and to implement a course‑monitor program to check band/DJ setups and decibel levels mile by mile. The applicant said bands and DJs would be briefed, would sign a commitment sheet, and could be withheld payment if they start before the designated time or refuse to stop when asked.
A motion to approve the permit with those conditions passed unanimously on roll call: Mr. Rojas — Aye; Mr. Perez — Aye; Commissioner Mico — Aye; President Newland — Aye.
The permit allows amplified human speech and music at the locations listed in the application subject to the restrictions imposed by the commission; staff and the applicant will coordinate the exact complaint number and monitoring procedures before the event.
