Acting Director Kane and staff summarized enforcement activity over late October and early November, and described sanctions taken after a homicide at Gravity (3251 Scott Street).
Kane told commissioners that staff worked closely with SFPD to compile a comprehensive list of Halloween events and that the Castro and Broadway corridors remained controlled despite heavy foot traffic. Staff reported two hotel-related battery incidents and other disturbances but said many events were handled without major incidents inside licensed entertainment venues.
The commission was told that Gravity was served with a seven-day suspension of its place-of-entertainment permit beginning at 5 p.m. on Nov. 2 and ending at 5 p.m. on Nov. 9; a director's order imposing enhanced security conditions was issued Nov. 2 and set to take effect on Nov. 16, 2010. Staff said owners agreed to submit a revised security plan by Nov. 16 that would include pat-down procedures for both men and women and monitoring of a side/back door identified as a security breach. Inspector Grinelli and staff worked with the club and the city attorney on follow-up and documentation.
Staff also noted that inspector Brunelli began issuing citations on Oct. 23 and had issued five citations to date; a listed citation to El Rincon totaled $400. The commission discussed whether metal detectors had been considered; staff said metal detectors had been discussed but weren't included in the final enhanced-conditions list, with emphasis instead on exit control, pat-downs, and verified professional security staff (Epic Works was named as the security company contracted at Gravity).
Next steps: staff will monitor Gravity's new security plan, continue coordination with SFPD and the city attorney on nuisance or citation matters, and report back to the commission about compliance and any additional measures.
