The Entertainment Commission voted to approve a conditional place-of-entertainment permit for the Comet Club (3111 Fillmore Street), authorizing amplified entertainment until 2:00 a.m. on Fridays and Saturdays.
Staff told commissioners that the application (filed Sept. 24) includes Conditional Use (CU) conditions; Planning Department staff asked that the final permit be conditioned on completion of related building-permit work for the second and third floors. Northern Station recommended more restrictive hours (1:30 a.m.) and other standard conditions, including that sound not be audible outside and that doors and windows remain closed.
Applicant representative Jeremy Paul and owner Regan/Regan Capone told the commission the venue has hosted amplified sound for decades, has no record of police problems under current ownership, and recently upgraded its sound system with staff oversight. Capone said security employees will be licensed and trained and that the venue has an emergency fire-alarm system and marked exits.
Neighbors objected to later hours: resident Virgil Skipton described amplified music and crowd noise in the surrounding streets on weekend nights and asked the commission to decline a permit extension. Stefano Casolato, a supporter, urged approval to 2:00 a.m. and said the operator has a long, positive record.
Commissioners asked about occupancy (paperwork listed 80), security staffing, soundproofing, camera installation and the process for Thursday-night extension after six months. Staff and the applicant said the Thursday extension is controlled by the Planning Department’s CU process; if Planning approves an extension in six months the entertainment permit need not return to the commission.
A motion to approve the permit with a 2:00 a.m. closing time carried on a roll call (Commissioners Cavallini, Joseph, Nico, Gregg and Miller voted yes). The approval was conditional on satisfying the CU conditions, including any required building-permit completion identified by Planning.
The commission certified the action and closed the item; staff and the applicant were advised to monitor neighborhood impacts and return if problems arise.
