Entertainment Commission conditionally approves Monroe permit for Broadway with Central Station conditions

The San Francisco Entertainment Commission voted on April 27 to conditionally grant a place-of-entertainment permit to the applicants planning to open Monroe at the former Dragon Bar location on Broadway.

Deputy Director Jocelyn Kane told commissioners staff received the application submitted March 24 and that Planning had issued a conditional use authorization that includes restrictions related to electronic amplification and soundproofing. The applicants said the proposed concept is a lounge open seven days a week with DJs, occasional live bands and industry nights. Central Station permanent officer Steve Mathias told the commission he and the applicants had discussed Central Station’s recommended operating conditions and that applicants were agreeable to them.

Commissioners sought clarification about Planning’s condition that ‘‘the establishment shall not use electronic amplification between midnight and 6 a.m.,’’ and Kane said staff would obtain a written clarification from the Planning Department before issuing the permit. Commissioners also directed that any planning-imposed hours or limits be reflected on the entertainment permit.

A motion to approve the permit with standard Entertainment Commission conditions and the four Central Station conditions was moved and seconded; the motion carried with recorded Ayes from several commissioners.

What’s next: Staff will obtain written clarification from the Planning Department about the amplification restriction and issue the permit conditioned to mirror any planning limits. The commission also asked staff to supply sound-testing results to the commission when the Cigar Bar and other venues return for condition review.
