Commission approves remote-meeting findings, pesticide list, Buy Green report and new contract/grant thresholds

The San Francisco Commission on the Environment met Sept. 27 and approved a series of administrative and policy items affecting how the department operates and oversees contracts.
The Commission unanimously adopted Resolution File 2022-7-COE to make the findings required by California Government Code §54953(e) enabling the department to continue teleconference meetings under current local practice. Commissioner Bermejo moved adoption; Commissioner Wold seconded and the motion passed on a roll-call vote.
The Commission also approved the department’s 2022 reduced-risk pesticide list for municipal properties after a staff presentation and public comment. Dr. Shoba Iyer, Integrated Pest Management manager, described the list changes, including the addition of a Tier 2 fungicide with use limitations, removals of two Tier 2 products and amended use-language for other products. The resolution to adopt the list passed by roll call.
Separately, the Commission accepted the draft 2021 Buy Green report and heard about a new Buy Green dashboard that tracks municipal green purchasing under Chapter 2 of the San Francisco Environment Code. Dr. Iyer and Tayah Gebow highlighted pandemic-era supply challenges for disinfectants and the city’s work to identify safer options.
On contracting and grants oversight, the Commission approved a resolution (sponsored by Acting Director Tyrone Chu and presented by David Kashani, contracts and grants manager) establishing clearer oversight thresholds: mandatory Commission approval for outgoing grants of $100,000 or more and contracts of $1,000,000 or more, plus Commission review of MOUs and agreements with Recology (and similarly material refuse/household-hazardous-waste arrangements). The resolution also requires reporting of unbudgeted incoming funds under $100,000 in the director’s report. The measure was moved and approved by roll call.
The meeting included the customary roll-call votes for prior minutes and other procedural items; public comment occurred at multiple points, including concerns raised about glyphosate and other pesticides.
The Commission adjourned at 7:31 p.m.
