San Francisco commissioners hear BrightLine's community sensor program as wildfire smoke and local pollution surface neighborhood disparities

BrightLine has installed 19 low‑cost air‑quality sensors in San Francisco neighborhoods it identified as disproportionately burdened by pollution, a project presented to the San Francisco Commission on the Environment at its March meeting.
"It's the first of its kind serving frontline communities," BrightLine program coordinator Daniella Cortez told the commission, describing a network targeted to intersections and housing where reference monitors miss local hot spots. The sensors, manufactured by Clarity and powered by small solar panels and cellular connections, feed an OpenMap that is updated hourly (tinyurl.com/brightlineaq), Cortez said.
The project began with planning in January 2020, but installations were delayed by the pandemic and accelerated during the 2020 wildfire season. Cortez said the program initially planned for 15 sensors but expanded to 19 after community interest, with installations completed by October. One BrightLine sensor is now co‑located with the Air District reference station in Potrero Hill to support comparisons.
BrightLine and academic partners presented survey and sensor data showing that 79 percent of survey respondents agreed local air quality had harmed their health and that wildfire smoke produced large, short‑term spikes in AQI and PM2.5 across neighborhoods. Stanford collaborators showed that even on better days during the COVID period San Francisco neighborhoods in the network tended to have higher baseline particulate readings than some other Bay Area sensors.
"At these peaks in poor air quality, it was the highest in SoMa," Haley, a Stanford team member, said when summarizing wildfire impacts on September and October peaks. Data analyst Jocelyn added that differences were apparent in baselines and in the "best 10 percent" of days, underlining the need for local monitoring to inform policy.
Community partners and youth leaders who helped design outreach and conduct door‑to‑door surveys described how residents in SROs and senior buildings reported breathing problems and expressed interest in receiving air filters. Reggie Reed of the Central City SRO Collaborative said many tenants asked if the program could help supply air filters to vulnerable households.
Commissioners asked about sensor accuracy, co‑location with the reference monitor, and how findings could be paired with transportation and land‑use work. Cortez said ongoing phase‑3 work will include continued community surveying, quarterly policy reports and environmental education to ensure results are accessible and actionable.
The presenters said the project will continue data analysis and community engagement; commissioners applauded the multi‑partner effort and encouraged further work connecting air readings to transportation planning and targeted mitigation.
Next steps: BrightLine will remain in phase 3 (data analysis and community outreach), publish quarterly reports and continue to expand community education and policy outreach based on local sensor results.
