SFO details 'moonshot' decarbonization plans and sustainable aviation fuel work

San Francisco International Airport officials told the Commission on the Environment on Sept. 24 that the airport is pursuing an ambitious decarbonization strategy that combines on‑site electrification, building upgrades and work with airlines and fuel producers to expand sustainable aviation fuel (SAF).
Aaron Cook (SFO) said SFO manages about 5,000 acres and serves roughly 58 million passengers annually. "We're striving by 2021 to be the first airport to achieve 0 net energy, carbon neutrality and 0 waste," he said, describing investments in regenerative energy, dynamic glazing and a net‑zero airfield operations facility.
Cook framed emissions as threefold: campus operations (scope 1 and 2) and tenant/airline operations (scope 3). He said SFO's on‑campus scope‑1 emissions were roughly 18,000 metric tons, while scope‑3 emissions that include aircraft operations were about 1,750,000 metric tons. On fuels, he said one SAF producer currently makes about 10,000,000 gallons a year while SFO uses about 1,100,000,000 gallons of jet fuel annually.
SFO staff described pilot projects and operational changes including gate electrification (400‑Hz power hookups for aircraft systems), a transition to electric shuttle buses, shore‑power and an active sustainable aviation fuel working group of airlines, producers and NGOs. Cook said SAF can reduce lifecycle greenhouse gases by about 80% relative to conventional jet fuel, but supply and infrastructure remain constraints.
Commissioners questioned SFO about limitations on influencing airlines (scope‑3) and about electric vehicle and charging infrastructure plans for airport parking and employee shuttles. SFO staff said the airport can use contract and lease terms with tenants to require changes in ground operations and noted coordination with Clean Power SF and SFPUC on grid and load‑management issues.
SFO accepted a Commission Environmental Service Award during the meeting; the Commission highlighted SFO actions including banning single‑use plastic water bottles in 2019, multiple LEED projects and water‑use reductions.
SFO officials said they will return with more detailed feasibility work on sustainable aviation fuel and other decarbonization pathways as those plans and supply markets evolve.
