The San Francisco Commission on the Environment on March 26, 2019 presented a posthumous environmental service award to Cal Broomhead and heard extended tributes from family, former colleagues and regional partners about his decades‑long role in local and regional energy and climate work.
Commissioner Wald, who presented the award, said Broomhead “was instrumental in making San Francisco the first city to develop a climate action plan” and credited him with work on the city’s electricity resources planning, including efforts that helped bring about the closure of the Bayview Hunters Point power plant. Director Deborah Raffel (identified in remarks as Director Rafael in the meeting transcript) called Broomhead’s work a legacy of “meaningful, lasting and energizing contributions” to the city’s climate agenda.
A video message from Jared Blumenfeld called Broomhead “an idea man” who combined vision with practical implementation, and family members described his mentorship and household examples of energy conservation. Kathleen Broomhead, who accepted the award, invited the public to a memorial at First Unitarian Universalist Church on June 1.
Speakers at the meeting repeatedly tied Broomhead’s work to current city programs, including early regional collaborations on energy efficiency and Clean Power SF. Colleagues from the Bay Area Air Quality Management District and other agencies described his technical leadership and his focus on equity and workforce development.
The Commission’s recognition framed Broomhead’s contributions as part of San Francisco’s ongoing climate work, and commissioners encouraged attendees to carry his emphasis on practical, equity‑centered actions forward as the city implements its climate strategies.
