The San Francisco Commission on the Environment voted March 14 to approve resolution file 2018-04 COE, authorizing Carbon Fund grants that include a $120,000 award to California Interfaith Power & Light to partner with at least 10 local faith-based organizations on energy-efficiency and clean-power programs.
Director Deborah Raffel and Sean Rosen Moss, senior environmental specialist for development and community partnerships, described the Carbon Fund as revenue collected from a city fee on employee air travel that is used to offset emissions through community programming. The department said the fund has supported varied projects since distributions began in 2009 and that this award will bring the Carbon Fund investment in community programming to roughly $1 million overall.
Susan, identified in the meeting as the executive director of California Interfaith Power & Light, told the commission the grant would support deep operational work with congregations — energy audits and enrollment in programs such as Energy Watch, CleanPowerSF and GoSolarSF — and a congregational carbon calculator developed with UC Berkeley. The group aims to help at least 10 congregations reach roughly 80 percent carbon reductions by 2020 and will provide small start-up mini-grants to approved congregations.
Commissioners asked how congregations can apply; Susan said an application form will be posted at interfaithpower.org and that staff will circulate it. The commission moved and seconded the resolution and approved it by voice vote; no recorded roll-call tally appears in the meeting transcript.
The resolution authorizes the described grant awards and directs staff to work with selected partners to implement the project. Staff said they will follow up with application materials for interested congregations and return to the commission as needed for program updates.
