Commission adopts clarified impound account guidelines, adds explicit climate nexus

Staff said the document largely updates figures from a 2007 guideline, removes outdated material and adds an express acknowledgement of a nexus between diversion/zero‑waste activities and climate benefits. Joe Salem, fiscal administration manager, said the City Attorney’s office reviewed the climate language. The revised guidelines maintain existing percentage allocations but staff and several commissioners urged periodic re‑evaluation of distribution assumptions.
Public commenter David Pilpel urged more frequent interested‑persons meetings and clearer documentation to aid public review; commissioners asked staff to schedule periodic reassessments of allocation percentages. The Commission approved the revised guidelines by voice vote.
Staff said they will remove one residual reference to biodiversity in the copy circulated for final approval and will submit the document for implementation per the approved schedule.
