The Board added three specific items back into the budget for the department: $100,000 for a 0 waste pilot (impound funds), $20,000 to support community gardens in District 10, and $100,000 for Green Finance SF outreach; those add‑backs yield a net departmental increase of $87,928 (reported as an 8.7% net change, per the presentation). Salem said general fund requests were denied.
Commissioners asked follow-up questions about unfunded mandates and how the department might pursue alternate mechanisms (work orders, Mayor—s Office engagement) to address structural funding shortfalls. Salem said staff will engage the Mayor—s office to identify alternative paths.
