Director Pelham and Deputy Director Gayathri Tykendall described the request as essential to sustain enforcement, policy and technology work. Specific proposals included hiring a director-level HR/finance/operations manager, retaining an information systems engineer (previously funded on a one-year term), and securing a one-year limited-term e-filing customer-support specialist to assist designated filers during rollout. Staff said roughly 87% of their current budget covers salaries and benefits, they have 24 full-time equivalent positions and four vacancies, and the proposed increases reflect programmatic needs rather than discretionary spending.
Commissioners and members of the public pressed staff on implementation priorities and past enforcement effectiveness. Staff reiterated goals to shorten preliminary triage to six weeks, resolve investigations within two years where possible, and to build searchable data dashboards so the public can access disclosure datasets. The commission asked staff to clarify what must be funded to meet statutory and operational obligations and to return with specifics as the mayor’s office reviews department submissions and applies instructed cuts.
