The San Francisco Ethics Commission on Dec. 14 voted to adopt a draft Racial Equity Action Plan that staff described as a living roadmap to improve hiring, retention, leadership diversity, discipline and boards and commissions.
Executive Director Pelham said the plan uses the Office of Racial Equity’s template and will guide the commission’s hiring and onboarding as staff positions are filled in early 2021. The draft includes action items on recruiting broadly, promoting inclusive leadership and developing cultures of belonging.
Commissioners praised the draft but urged deeper work beyond counting metrics. Commissioner Lee said the plan should “drill into the broader issues, racial inequality and institutional bias” and seek outside stakeholder input. Commissioner Bush asked that the commission consider language access, community outreach and how the plan’s steps would affect public‑facing services.
The commission voted (with Commissioner Chu excused) to approve the draft plan and asked staff to provide periodic updates on implementation and to embed equity milestones in hiring and program outreach.
The vote was recorded in open session; the final document will be submitted to the Office of Racial Equity as required by city process and will be updated as the commission follows through on hiring and program milestones.
