Commission updates on e‑filing for Form 700, public financing regs and Proposition F implementation

Pat Ford, senior policy and legislative affairs counsel, updated the commission on two ongoing policy projects: an e‑filing rollout for Form 700 and regulatory changes related to public financing and Proposition F.

Ford said staff met with five bargaining‑unit representatives about rolling all Form 700 filers onto NetFile starting in 2021. Union representatives raised training needs and asked for outreach; staff reported the meet‑and‑confer went well and that regulations implementing e‑filing will be brought before the commission, likely in January, to meet the Jan. 1, 2021 project timeline.

Ford also described the need to amend regulations to reflect changes in the public financing ordinance and to implement Proposition F. He said the commission will publicly notice the proposed regulation amendments; if transmitted and not vetoed by the Board of Supervisors, regulations typically become operative 60 days after transmittal. Ford proposed combining related regulation updates into a single agenda item for efficiency and offered to include public outreach and implementation materials for commissioners’ review.

Commissioners asked staff to include context on Proposition F’s provisions and implementation challenges and to brief the commission on training and outreach plans for filers. Staff agreed to bring draft regulations and outreach plans to a future meeting.
