The Ethics Commission approved its consent calendar, including minutes (as amended to correct public comment wording) and the proposed stipulation, decision and order in the matter of John Avalos (Ethics Commission Complaint No. 13150618).
John Avalos addressed the commission during public comment and said he accepted the settlement, acknowledged recordkeeping shortcomings in his 2011 campaign, and said there was no misspending. "I accept full responsibility for my campaign and its shortcomings," Avalos said, adding he had returned $48,000 to the commission because funds were unspent.
The consent items passed when the chair called for the vote. The minutes were corrected to reflect that a public commenter said she was excluded from “many debates,” not "all debates," and the commission instructed staff to amend that language. No further action was taken on the stipulation beyond the consent approval.
