Ethics Commission reports enforcement caseload and staff changes; e-filing rollout pushed to 2020 timeline

At the Commission’s final 2018 meeting staff provided the monthly enforcement and executive reports and updated commissioners on hiring and conference activity.
Executive Director Pelham reported that staff attended the Council on Governmental Ethics Laws conference in Philadelphia and that staffers who supported elections work have moved to longer-term city positions; Jacqueline Hickey left for the Board of Supervisors clerk's office and a new temporary junior management assistant, Nikk Andino, joined staff. "We were fortunate to attend the fortieth anniversary conference of the Council on Governmental Ethics Laws," Pelham said, noting staff will share conference materials and best practices internally.
On enforcement, staff reported the division had matters in preliminary review and matters under investigation. Commissioner Compton requested enforcement reports include comparative counts (previous month and same month in the prior year) for both preliminary review and investigations; staff agreed to add that context going forward. Regarding electronic filing, Pat Ford said universal e-filing is a major technical and labor effort and that a realistic earliest rollout would be in 2020.
No formal enforcement actions were decided at the meeting. Commissioners and members of the public expressed concern about investigative capacity given staffing levels and asked staff to provide more detailed metrics in future reports.
