Commission staff reported operational updates and program activity, including improvements and outstanding items in enforcement, a policy work plan aligned with newly adopted prioritization, and administrative updates on staffing and office relocation.
Enforcement staff said the average age of preliminary review has dropped to about two months from a previously reported 2.7 months, reflecting efforts to reduce a backlog; however the average age of open investigations rose modestly to about 11.5 months. Staff noted plans to focus on resolving older ‘legacy’ investigations over the next several weeks and offered to request a presentation from the Bureau of Delinquent Revenue to clarify collection procedures for outstanding penalties.
Pat Ford, presenting the monthly policy memo, summarized recent items: implementation steps for the anti-corruption and accountability ordinance (including phased effective dates), the whistleblower ordinance’s path through the rules committee, and continued review of the public-financing system in light of ongoing appeals and administrative determinations.
Executive Director Pelham updated the Commission on budget requests included in the mayor’s proposal, active recruitments (including promoting Pat Ford to senior policy analyst), and a temporary relocation and renovation of Commission office space. Pelham said front-office staff will be temporarily located in Room 316 at City Hall and other staff will split time between City Hall annexes and the Van Ness office during construction; staff expect to be in steady-state within a week of the move and tentatively proposed cancelling the August meeting to accommodate the renovation timetable.
Commissioners thanked departing staff, asked for more detail on late filings and collections, and requested follow-up briefings on bankruptcy claims and Bureau of Delinquent Revenue processes for long-pending matters.
