The denials followed extensive public comment and argument from appellants who described software, process timing and treasurer errors as the cause of missed filings.
Staff presented data showing that of 39 candidates who filed campaign statements for the November election, 25 submitted a statement of participation or nonparticipation to the ethics office; of those, staff found 76% filed on time. Pat Ford explained the statutory deadlines: the statement of participation must be filed by the nominating-papers deadline and the qualifying and matching requests follow separate deadlines. Staff emphasized the commission—s limited discretion under the current law to accept late statements in many circumstances.
