Station 9 roof replacement surfaces budget shortfall; department weighing bids or delay

Assistant Deputy Chief Gareth Miller told the Fire Commission the Station 9 roofing project is a full replacement, with a cost-estimate from a professional cost estimator of about $528,000 for construction alone and additional soft costs that have pushed the project roughly $200,000 over the available budget.
"From the cost estimator, that's where we're feeling it's still over budget," Miller said, adding that Public Works has not identified value-engineering opportunities and recommended advancing a job order contract to obtain contractor bids. He said options include seeking supplemental funding from the Office of Resiliency and Capital Planning or delaying the project until funds become available.
Earlier in the report, Assistant Deputy Chief Mike Mullen said support services recorded 148 service requests in September with 114 completed and noted ongoing HVAC and boiler work across multiple stations. The commission asked whether a redesign could reduce costs; Miller said the roof is at end-of-life and the project is a full replacement, limiting material substitutions.
No final procurement decision was made at the meeting. Staff said they will explore job order contract bids and possible additional funding sources and will report back to the commission as those steps progress.
